您好！ 
今天我们真的是没有办法了，才写信打扰您，请您在百忙中认真阅读并责成有关部门马上解决我们的实际困难。 

我们住在×区，路×号×栋×楼，共×户。此楼是×市×开发商（兼物业管理）于×年建成。当时我们业主在购房时一切费用全部向开发商交清，根据双方签约合同规定，如不按期交房，将由开发商赔付违约金，因此，开发商现欠下业主违约金每户大约一万二千多元，至今未还给业主。 

目前存在问题是：开发商上月搬家不知去向，因此造成供电、供水、供气、电梯厂、水泵厂等单位找不到开发商的住址和电话。那么这些单位与开发商原存在的拖欠款就无法解决，而这些单位就拿者欠款催缴单到我们小区向业主施加压力，采取偷偷停水（时达二天），偷电梯零件（导致电梯停运达九天之久），据说马上又要停天然气，闹的我们小区居民不得安宁，其实我们业主对上述单位不欠一分钱，是开发商（兼物业管理）收了我们的钱款挪做它用。 
上述情况发生后，我们也多次打市长热线电话，可事情毫无进展。八月十五号14：13分，给市长热线打电话，当天的确天气很热，我们要求政府帮忙调解葛州坝自来水厂偷偷对我们小区停水一事，当时接电话的同志讲：“你们葛州坝这一块体制问题，我们政府不好说，若政府去调解吧，而他们水厂就讲，那你们政府拿钱来，你看政府哪有钱呢？所以我们无法调解”。后通过《楚天都市报》才解决吃水问题。 
今来信的第二个目的是颐和顺开发商（兼物业管理）究竟归谁管理？目前可以这样讲，完全是无政府状态，这样长期下去，可以说影响宜昌市的形象，所以说唯一的办法只有依靠政府出面解决。 
再者要求政府出面对颐和顺开发商（兼物业管理）拖欠个人及单位的拖欠款进行调解和强制执行偿还（开发商目前还有一、二层商铺未出售，大约二千多平米）。另外开发商在前三年征得两块土地至今未开发，按规定应该收回国有，而西陵开发区并没有找颐和顺开发商（兼物业管理）进行开发，这究竟什么原因？ 
尊敬的×市长，望你在万忙中，责成有关部门立即解决，我们老百姓的确是没有办法，同时我们希望小区不再发生停电、停水、停气、停电梯的威胁。
